Applicant must be a citizen of Bihar.

Applicant must be handicapped.

Annual income should be less than Rs.2 lakh.

The age of the applicant is more than 18 years.

Must have more than 60% disability.

Divyangjan students whose residence is at a distance of three kilometers or more from the college/university campus located in the state of Bihar.

Or,

Persons with disabilities who are employed in the state of Bihar for the purpose of
self-reliance and are earning members of the family and their place of
employment is three kilometers or more away from their residence.
